The linked article notes how one state is taking steps to preserve the sanctity of marriage:  by changing a law outlawing cohabitation into a law of not misrepresenting marriage.  Apparently, it would now be legal to cohabitate in North Dakota as long as you don’t pretend to be married.  It’s a nice thought.
